ವಿಕೋಪ ನಿರ್ವಹಣಾ ಕಾಯಿದೆಯಲ್ಲಿ, ವಿಕೋಪದ ಸಂದರ್ಭದಲ್ಲಿ ನಿಯಂತ್ರಣ, ತಡೆಗಟ್ಟುವಿಕೆ ಮತ್ತು ಪೂರ್ವಸಿದ್ಧತೆಗಳಿಗೆ ಕೆಲವು ಪರಿಹಾರ ಸೂತ್ರಗಳನ್ನು ಸೂಚಿಸಿರಬಹುದು. ಆದರೆ ಭಾರತದಲ್ಲಿ ತಳಮಟ್ಟದಲ್ಲಿ ವಿಕೋಪ ನಿರ್ವಹಣೆಯ ಪರಿಸ್ಥಿತಿ ಮಾತ್ರ ನಿರಾಶಾದಾಯಕವಾಗಿದೆ. ರಾಷ್ಟ್ರೀಯ ವಿಕೋಪ ನಿರ್ವಹಣಾ ಪ್ರಾಧಿಕಾರ (ಓಆಒಂ) ದ ವರದಿಯ ಪ್ರಕಾರ ಭಾರತದ ಕರಾವಳಿಯ ಶೇ 75ರಷ್ಟು ಪ್ರದೇಶ ಬಿರುಗಾಳಿ ಮತ್ತು ಸುನಾಮಿಗೆ ತುತ್ತಾಗುವ ಅಪಾಯ ಹೊಂದಿದೆ. ಶೇ 68ರಷ್ಟು ಕೃಷಿ ಭೂಮಿ ಬರಪೀಡಿತವಾಗುವ ಸಂಭವ ಹೆಚ್ಚು. ಶೇ 50ರಷ್ಟು ಭೂಮಿ ಭೂಕಂಪ ಎದುರಿಸುವ ಸಾಧ್ಯತೆ ಹೆಚ್ಚು. ಒಟ್ಟಾರೆಯಾಗಿ [...]

ಪ್ರಕೃತಿ ವಿಕೋಪಗಳು ಭಾರತದಲ್ಲಿ ಆಗಾಗ ಘಟಿಸುತ್ತವೆ. ಅವುಗಳಲ್ಲಿ ಹೆಚ್ಚಿನವು ಹವಾಮಾನ ಬದಲಾವಣೆಯಿಂದಾಗಿ, ಅಥವಾ ನೈಸರ್ಗಿಕ ಏರುಪೇರುಗಳಿಂದಾಗಿ ಉಂಟಾಗುತ್ತವೆ. ಸಾಕಷ್ಟು ಜೀವ ಮತ್ತು ಆಸ್ತಿ ಹಾನಿಯೂ ಆಗುತ್ತದೆ. ಭಾರತದಲ್ಲಿ ಆಗಾಗ ಪ್ರವಾಹ ಉಂಟಾಗುವುದರಿಂದ ಸುಮಾರು 40 ಮಿಲಿಯನ್ ಹೆಕ್ಟೇರ್ಗಿಂತಲೂ ಹೆಚ್ಚು ಪ್ರದೇಶ ಜಲಾವೃತವಾಗುತ್ತದೆ. ವಿಕೋಪಗಳಿಗೆ ಸಿದ್ಧರಾಗಿದ್ದಲ್ಲಿ, ಅಕಸ್ಮಿಕ ವಿಕೋಪಗಳು ಸಂಭವಿಸಿದಾಗ ಪರಿಹಾರ ಕಾರ್ಯಗಳನ್ನು ಸಕ್ರಿಯವಾಗಿ ನಡೆಸಲು ಸರಕಾರ ಮತ್ತು ಸಮುದಾಯಕ್ಕೆ ಅದರಿಂದ ಹೆಚ್ಚು ನೆರವಾದಂತಾಗುತ್ತದೆ. ಸಿದ್ಧತೆಗಳು ಸಮರ್ಥವಾಗಿರುವ ನಾಲ್ಕು ಉದಾಹರಣೆಗಳು ಇಲ್ಲಿವೆ. ಸಮುದಾಯದ ಜಾಣ್ಮೆ, ಆಡಳಿತದ ಯೋಜನೆ ಅಥವಾ [...]

ಮನುಷ್ಯ ನಿರ್ಮಿತವಾಗಲೀ, ಅಥವಾ ನೈಸರ್ಗಿಕವಾದುದಾಗಲೀ, ದೊಡ್ಡ ಪ್ರಮಾಣದ ವಿಕೋಪಗಳು ಬಡವರ ಮೇಲೆ ಮತ್ತು ಸಮಾಜದ ಅಂಚಿನಲ್ಲಿರುವ ಜನರ ಮೇಲೆ ಬೀರುವ ಪರಿಣಾಮ ದೊಡ್ಡದು. ಅದು 2010ರ ಸೆಪ್ಟೆಂಬರ್. ಯಮುನೆಯಲ್ಲಿ ಪ್ರವಾಹ ಉಕ್ಕುತ್ತಿತ್ತು. ಚಂಪಾದೇವಿ ಗರ್ಭಿಣಿಯಾಗಿದ್ದಳು. ನದಿಯ ದಂಡೆಯಮೇಲಿದ್ದ ಅವಳ ಮನೆ ಮತ್ತು ಮನೆ ಸಾಮಾನುಗಳು ನೀರಿನಲ್ಲಿ ಕೊಚ್ಚಿ ಹೋಗಿದ್ದವು. ಎಲ್ಲ ಕಳೆದುಕೊಂಡ ಬಳಿಕ ಹೋಗುವುದೆಲ್ಲಿಗೆ ಎನ್ನುವುದು ಅವಳಿಗೆ ಗೊತ್ತಿಲ್ಲ. ಅವಳಿರುವ ಪ್ರದೇಶದಲ್ಲಿ ಹತ್ತಾರು ವೈದ್ಯಕೀಯ ಶಿಬಿರಗಳನ್ನು ಹಾಕಲಾಗಿತ್ತು. ಆದರೆ ಗರ್ಭಿಣಿಗೆ ಬೇಕಾದ ಅನುಕೂಲತೆಗಳಾಗಲೀ, ಗರ್ಭಿಣಿ ಆಹಾರ ನೀಡಲು [...]

ಸೀತಾ ಮುಂಜಾನೆಯೇ ಎಲ್ಲರಿಗಿಂತ ವೊದಲು ನೀರು ಹಿಡಿಯಲು ಬರುತ್ತಾಳೆ. ಯಾಕೆಂದರೆ ಅಸ್ಪøಶ್ಯತೆಯಿಂದಾಗಿ ಎಲ್ಲರೂ ಇರುವಾಗ ನೀರು ತುಂಬುವುದು ಅವಳಿಗೆ ಕಷ್ಟವಾಗುತ್ತದೆ.

ಅದಿತಿ ಬಿಷ್ಣೋಯಿ ಅದು ಉತ್ತರ ಪ್ರದೇಶದ ಹಮೀರ್ಪುರ ಜಿಲ್ಲೆಯ ಬಂಗ್ರಾ ಎಂಬ ಹಳ್ಳಿ. ಸೀತಾ ವರ್ಮ ಎಂಬ 13ರ ಕಿಶೋರಿಗೆ ಮನೆಕೆಲಸ ಮಾಡುವುದು ಮತ್ತು ತನ್ನ ಕಿರಿಯ ಸಹೋದರ ಸಹೋದರಿಯರನ್ನು ನೋಡಿಕೊಳ್ಳುವುದು ಅಷ್ಟೇನೂ ಕಷ್ಟವೆನಿಸುವುದಿಲ್ಲ. ವರ್ಷದಲ್ಲಿ ಎಂಟು ತಿಂಗಳ ಕಾಲ ಸೀತಾ ತಾನೊಬ್ಬಳೇ ಮನೆ ನಿಭಾಯಿಸುವುದಲ್ಲದೆ ಏಳು ವರ್ಷದ ತಂಗಿ ಸುಷ್ಮಾಳನ್ನೂ, 10 ವರ್ಷದ ತಮ್ಮ ಹರ್ದೀಪಕ್ನನ್ನೂ ನೋಡಿಕೊಳ್ಳುತ್ತಾಳೆ. ಯಾಕೆಂದರೆ ಆಕೆಯ ಅಪ್ಪ ಅಮ್ಮ ದೂರದ ದೆಹಲಿಗೆ ಹೋಗಿ ಹಣ ಸಂಪಾದನೆ ಮಾಡುತ್ತಾರೆ. ಸೀತಾಳ ಅಜ್ಜ ಅಜ್ಜಿ [...]

It was one of those times when a patriarchal mindset worked in the positive. As the men thought it beneath their dignity to build toilets, the women of Musiri seized the opportunity – to learn how to build, to clean up their village, and to send their children to school.
